Overview

Since 1958, the Portland Development Commission has been Portland's urban renewal, housing implementation and economic development agency. PDC plays a key role in stimulating and supporting physical redevelopment of industrial, commercial and neighborhood districts throughout the city in order to improve livability and expand housing and economic development opportunities. As part of our efforts to redevelop Centennial Mills, PDC issued a two phase Request for Qualifications/Request for Proposals (RFQ/RFP) seeking a qualified development team for the redevelopment of this 4.75-acres.

ite situated along the Willamette River and within Portland’s Central City and the River District Urban Renewal Area. On March 26, the PDC Board of Commissioners unanimously selected Lab Holding LLC to partner with PDC in redeveloping this important site.

The selected SEED proposal preserves much of the site's historic fabric and proposes redevelopment with a focus on culinary restaurants and businesses as part of celebrating Portland's environment and the site's agricultural heritage.” 

PDC and LAB Holding have negotiated a Memorandum of Understanding reflecting the developer’s proposal to preserve the site's historic fabric with a focus on Portland's culinary eateries and entrepreneurs and as part of celebrating the local environment and the site's agricultural heritage. The team has completed due diligence and is undertaking schematic design. A refined design and program are anticipated to be completed by spring 2010, with a Disposition and Development Agreement following soon thereafter.
